As the well of IPv4 IPs drys up, larger ranges are becoming harder and harder to acquire. Most "normal hosting places" lease smaller ranges or single IPs. Though these tend to be higher quality, rate limits will still apply. So delivery to some major domains requires larger IP quantities than "normal hosting places" like to provide, especially to email marketers.

C Class is typically the smallest of the "large IP ranges" and aka /24. 256 IPs total, x.x.x.0 - x.x.x.255

IP quality, aka "Can it mail better", varies from one supplier to the next. Ultimately, its impossible to say considering all the other variables in the equation.

Differences are whether the IPs were burnt in the past by a spammer or not. You can check senderbase for some insights on entire IP blocks, but if they were used for TLD mailing that info is pretty much invisible. If a previously "bad" block has been lying dormant for 6 months or so after previously being mailed, you can re-establish them with proper mailing practices...though some TLDs will hold grudges longer than that.
