Most data collectors (advertisers) can't afford not to sell their lists. It costs so much to get CPA and other traffic these days that advertisers have little other option than to sell their data to squeeze out more money.

A lot of data is collected from coreg paths where people sign up for something and are simultaneously opted into several if not dozens of other lists. You still see the "win an iPad" type offers for example.

Not everyone sells or rents their data, but it is common practice. Some collect data for that sole purpose. Others sell it to stay in business.
