You are not going to find a lot of realistic, stable, hosting solutions with decent IPs for that budget. Especially if you're looking for a /25 or smaller. This is GI mailing correct?

Sorry chief.... If it were, your business partner would stop shopping me for new clean IP space blocks. But since he returns routinely, we obviously must be doing something right to both make, and keep him, happy and coming back. Thanks for the chuckle all the same.
Not from experience, it's mostly trashed -- best ranges for the big 4 are coming from Tactara and the virgins from DaMadHatter these days -- and they range between 1.2k and 1.8k per class C per month including hardware. If you want to mail GI try ubiquity, they are fairly good priced -- heard good things about serverpronto too for this matter.
They started raising their prices around 1.5 year ago. One price for mailers, one for the standard hosting folk. The mailer price would put the O.P. over his budget request. I've also noticed some hosting companies (not necessarily those listed) charging "fines" for even the minor BL's, and complaints, even with no SBL.
Some will charge for "BL Removal Service" from $35 - $100. And I've seen hivelocity.net charge $500. Read the TOS of the host to see if they charge. If you have a CC on file they will probably just bill you as I've had happen to me from a few hose-ts.
Yep. There are number of hosting companies (not going to name on open, public forum) who have an entire business model built around this in regards to mailers, BL fees, complaint fees, turning you over to collections, and alike. I guess their business is slow, and they see this as a revenue generator. In the past 6 months I have heard more stories about this sort of thing. It's typically effecting the /29, /28, /27 GI guys more than anyone else. But it is happening all the same.
They used to be mailer friendly, and took everyone a couple of years back, then changed their business model. Same for GNAX. Similar can be said for some of the others both named, and not in this thread. However, what I have seen happen at many of these places is they get greedy and start taking everyone without being selective, or doing any sort of due diligence, then it fucks it up for the clean/compliant/term mailers. A clean, or TLD guy who spends a month or two warming his IPs, slowly getting his ranges making money, doesn't want a bunch of GI, churn and burn guys next to him on the neighboring range. But you will see this happen time and again at some of the usual suspects that a lot of the $99.00 server guys go to. Perhaps with GI it is not that big of a deal per se. However, for TLD guys, it is a huge problem they typically prefer to avoid.
