It's very usual if you -

    1. Sending email to non opt in users which generates high rate of spam complaints and you do not care about TS01 and TSO2 message.
    2. High rate of hard bounce and hitting inactive mails are one of other reason.

I've been ts03'd on a range for a few weeks now. Hoping to see it drop before too long. This is my first experience with a ts03 though so i'm not sure what to expect.

Do you typically see it fall off after awhile?

You should stop sending for at least a week, then start trying to send very low volume, if you get TS03 again, wait for another week.
Some TS03 are permanent and some go away in my experience.

TS03s are definitely becoming more common in the last couple of months. As @aklayman advised, you want to rest your IPs for 4-7 days, then send at a significantly reduced volume from the previous level. If you get TSO3s again, rest them for another 4-7 days and reduce volume even more. Keep doing this until you no longer get TSO3s.

That is the only way, trying to send after a week or so and very low volume, if the block is not lifted you should change the range (if you are only sending yahoo).

There is no solution that I know of for this block.

In some cases I noticed blocks were lifted after 3 or 4 months, if you have to keep the range just try it out further down the road.

Sorry I can not be of any help.
